Solid Conservatory Roofs in Wales: Planning and Building Regulations

Written by the Swansea Conservatory Roofs team · Last reviewed 3 November 2026

A solid replacement roof can bring your conservatory under building regulations, and it may raise planning questions in some areas. Check this before work starts, because Wales has its own guidance.

Building regulations. LABC guidance says a solid replacement can end a conservatory's exemption and bring the roof under Part L, the energy efficiency rules. Ask your installer how they will show compliance, and what paperwork you'll receive.

Planning. Your local planning authority can confirm whether permission is needed, particularly in protected areas such as Gower or where permitted development rights have been removed.

Which council? SA1 to SA15 includes Swansea, Neath Port Talbot, Carmarthenshire and Powys. Use the council that covers your address.

Questions to ask an installer: Which system are you fitting? Will it meet the Welsh requirement? Who arranges sign-off? What will I receive when it's finished?

This is general guidance, not legal or building control advice. See how we handle it.
